Problem uploading files

I'm having problems attaching files, whether its 400 KB jpeg or a 7 MB epub, I receive an error message of file size exceeding limit. I know this has already been reported before here and the sumo has taken note of it. But since that was over a week back and there has been no annoucement since, I don't know if the problem was resolved and has now resurfaced or is it just me (Chrome v. 72.0.3626.119 x64). Please look into it. Thanks.

i had complained ang the problem 15 days back. it was set right and I could upload.
SMALL SIZE FILES ARE NOT GETTING UPLOADED.

THE SAME OLD PROBLEM.
