Can Anyone explain this Exception in Rules of this Forum

Repeatedly, the administrators of this Forum have emphasised that there are no exceptions in rules for a member to upgrade from newbie to the next user group. All have to accumulate minimum 20 hours, 20 posts among other criteria.
How then is a member made Administrator with just 11 hours and 12 points accrued in total ?

Apparently you have not understood well what has been established... While it is true that you have accumulated 20 hours online, you have not accumulated a participation of 20 (threads, posts or replies). You only have 3 posts.
As you have seen, the Administrator level is different from the typical user level, and evidently the established requirements do not reach or are destined to the Forum Administration. There is a hierarchical criterion of the Forum's own organization.
If you are the owner of your home, I could not pretend to establish restrictions on you to enter your own home. You are the owner and you decide who enters and who does not.
When one decides to freely enter a place, one must have the ability to accept the rules of the game of that place, if one does not have that capacity, unfortunately one can not function within a framework of mutual respect and respect for this place.
I understand that you want to get something, quickly, freely and without much effort, but this place was not born by spontaneous generation or exists for the mere fact of wanting it... Many people have invested and continue investing dedication, time and efforts to build this place , and the Security Policies that have been established, also seek to protect good users who generously share resources here.
If those reasons and that reality are difficult for you to understand and accept, then maybe this place will not meet your expectations.
I urge you not to try to force the rules and policies of this place, out of respect for all those who We are here together.
PD.- I forgot to specify, the requirements to access the Reading Room section, have had updates over time, and in that sense, it is possible that there are users who have obtained access before the requirements updates.
